Acting Commissioner
Ms. Lavi Lotu Rokoika is a legal professional with more than 25 years of experience, recognised for her courtroom advocacy, disciplined legal reasoning, and commitment to justice across Pacific communities.
She is the founder of Rokoika Law P.C., a Rarotonga-based firm providing legal services in corporate, real estate, intellectual property, and litigation matters, and is the Cook Islands member of the Pacific Legal Network. Before establishing her firm, Ms. Rokoika served in both public and private legal roles across Fiji and the Cook Islands, with experience spanning legislative drafting, policy reform, and regulatory compliance. Her prosecutorial experience was gained with the Cook Islands Crown Law Office, where she served as a Crown Prosecutor and conducted criminal prosecutions on behalf of the Crown. This foundation continues to inform her approach to criminal justice, evidentiary discipline, and prosecutorial decision-making. In May 2025, she was appointed Acting Commissioner of FICAC. She also chaired the 2024 iTaukei Lands and Fisheries Commission Review, leading nationwide consultations across all 14 provinces and contributing to 2 major draft bills submitted in 2025. Ms. Rokoika has appeared as counsel in numerous high-profile criminal and civil matters in Fiji and the Cook Islands. Notably, in 2024, she acted as defence counsel in a murder trial before a 12-member jury, securing an acquittal for her client. She remains a licensed practitioner in both jurisdictions. Her broader professional experience includes work with ICAO in Canada and engagement in China’s technology sector. Her leadership is grounded in discipline, fairness, and cultural understanding.
