Two Sub Officers and Two Leading Firefighter Operations of the National Fire Authority (NFA) Charged by FICAC for alleged Scam

Two Sub Officers Operations and two Leading Firefighter Operations of the National Fire Authority (NFA) were produced at the Ba Magistrates Court of the Anti-Corruption Division on Friday 13 May 2022 for corruption related offences.


The Fiji Independent Commission Against Corruption (FICAC) charged Joseva Tora with two counts of Accepting an Advantage and two (2) counts of Soliciting and Accepting an Advantage. Tora is jointly charged with Sireli Tabanikasaqa with one (1) count of Soliciting and Accepting an Advantage.


FICAC has also charged Nacanieli Raitokala with two (2) counts of Aiding and Abetting and Senimili Kirikitinituraga with one (1) count of Aiding and Abetting.


On the two (2) counts of Accepting an Advantage, it is alleged between 02 September 2020 to 30 September 2020, Joseva Tora being the Sub Officer Operations based at the Lautoka Fire Station, without the general or special permission of his appointing authority accepted an advantage of FJD $460 from private businesses in the Western Division.


For the two counts of Soliciting and Accepting an Advantage, it is alleged between 14 August 2020 to 30 November 2020, Joseva Tora being the Sub Officer Operations based at the Lautoka Fire Station, without the general or special permission of his appointing authority solicited and accepted an advantage of FJD $300 from private businesses in the Western Division.


In relation to the joint charge of Soliciting and Accepting an Advantage, it is alleged between 01 January 2021 and 28 February 2021, whilst being the Sub Officer Operations at the Lautoka Fire Station and the Leading Firefighter Operations at the Nadi Fire Station respectively, Joseva Tora and Sireli Tabanikasaqa without the general or special permission of their appointing authority solicited and accepted an advantage of FDJ $100 from a private business in the Western Division.


On the two (2) counts of Aiding and Abetting, it is alleged between 14 August 2020 to 30 September 2020, Nacanieli Raitokala whilst being the Sub Officer Operations at the Nadi Fire Station, aided and abetted Joseva Tora in obtaining the sum of FJD $500 from private businesses in the Western Division.


For the one (1) count of Aiding and Abetting, it is alleged between 02 September 2020 and 30 September 2020, Senimili Kirikitinituraga whilst being the Leading Firefighter Operations at the Nadi Fire Station, aided and abetted Joseva Tora in obtaining the sum of FJD $160 from a private business in the Western Division.


FICAC State Counsel, Ms. Lanieta More informed the Court that the first phase of disclosures has been served.


The Magistrates Court granted a non cash bail of $1000 for each of the accused and were ordered not to re-offend whilst on bail.


The accused were also ordered not to interfere with Prosecution witnesses, not to change their residential addresses and not to leave the jurisdiction of Fiji.


Senimili Kirikitinituraga was ordered to bring her surety on the next Court date.


Each of the accused have been ordered to report to the nearest Police Station twice in a month on Saturdays only between 6am to 6pm.


The matter has been adjourned to 10 June 2022.
